To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

Any communication, electronic or written, between Boston Chief Financial Officer David Sweeney and any individual regarding Boston's 2024 Summer Olympics Bid (Key terms "Boston 2024," "Olympics," "Olympic," "2024") from October 1, 2014, to February 24, 2015.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Jonathan Cohn

Hi Jonathan,

Yes, I ran into an issue with the size of the attachment, so my paralegal is dividing the file up. I am going to send you a series of 6 emails.  This is the first one - please see attachment "Dave Sweeney_Part1" for communications between "David Sweeney and any individual regarding Boston's 2024 Olympics Bid (key terms "Boston 2024," "Olympics," "Olympic," "2024") from October 1, 2014 to February 24, 2015."

After pulling out press blasts and google alerts, we ended up with a total of 156 emails.  Of those, 110 are produced here.  I am withholding 46 emails.  Forty-three (43) of these are exempt from disclosure as they are attorney-client communications; they consist of emails with counsel regarding financial issues and additional queries/responses to/from counsel related to the Olympics; there was also a small number of other City matters such as legal questions related to the budget.

Additionally, there are three (3) emails that I am withholding under the policy exemption to the public records law.  These emails consist of one that discusses possible plans related to City Hall facility and operational upgrades; the other two discuss several economic and social policy issues that are under review.  Because these emails involve policy discussions that are under development, they are currently exempt from disclosure.
