Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:
Any and all the Captions for hard of hearing for the most recent broadcast/webcast of the Public Meeting of the Boston City Council Committee on Post Audit and Oversight Councilor Committee Chair Charles C. Yancey.
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

This email is in response to your public records request regarding
captioning. Specifically you requested the following:
Any and all the Captions for hard of hearing for the most recent
broadcast/webcast of the Public Meeting of the Boston City Council
Committee on Post Audit and Oversight Councilor Committee Chair Charles C.
Yancey.
On March 17th, 2014 the Post Audit & Oversight committee held 2 hearings
both on dockets numbers 0362 and 0363 fiscal year 2013 and 2014 Budget
Review. One for Public Works Department, the other for Property &
Construction Management.

The way our captioning works is that when a hearing or meeting is being
recorded, captioning is embedded on to the video so when it is replayed
captioning is available. No physical file or transcript is created. We
schedule with WGBH with as much notice as possible, but captioning is not
guaranteed. Once a hearing is complete, the City Council Video Library is
updated and the videos have open caption embedded onto them.
We also have DVD copies with the same feature available for $15 each, that
can be requested through BCCTV <bcctv@cityofboston.gov> or by completing
and returning this form.

Please indicate to WGBH Captioning which address for email to send the full transcript of Captions after each Public Meeting.

These responses didn't address that WGBH Captioning can send to Boston City Council the Full Text of Captions from the Webcasts/Cablecasts of Public Meetings of Boston City Council. Open government principles of transparency are invoked with the suggestion that Boston City Council with WGBH Captioning be ever more open and transparent for local folks trying to follow the public proceedings.
