From: Don Warner Saklad
To Whom It May Concern:
Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:
Any and all documents, internal memos, memoranda, letters, policies, orders, ordinances, etc. about a) accessibility, b) provisions for accessibility, c) etc. for Public Meetings of Boston City Council and accessibility of video/audio recordings for people hard of hearing.
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.
Sincerely,
Don Warner Saklad

Good Afternoon Mr. Saklad,
Attached you will find a final response to your requests for information
about obtaining a transcript of the captions from Boston City Council
meetings. Since the City of Boston does not receive transcripts from WGBH,
we do not have any records to share with you.
Your original FOIA request for information about captions was made on
August 26, 2014, and answered by the City of Boston Law Department on
September 9, 2014. This was 10 business days after your request.
Your follow up request, below, which you continue to send, asks the City to
notify WGBH whom to send the caption transcripts to. The City has no
current plans to contact WGBH or to receive transcripts.
*On Sept. 11, 2014:*
*WGBH reports that a transcript of Captions is routinely sent to clients
and haven't been notified to whom to send the transcript of Captions. City
Hall indicates the involvement of multiple agencies and Offices. Please
notify WGBH to whom at City Hall to send the transcript of Captions from
the broadcasts of Public Meetings of Boston City Council...*
Please let me know if there is anything else we can help you with.
Thank you.

WGBH Captioning indicates the City is their client and needs to send a City address for email to WGBH Captioning to receive the FullText Captions from the Public Meeting of Boston City Council. That in turn makes the FullText available to hard of hearing/deaf folks.

Please ask WGBH Captioning to email you the Full Text of the Captions from the Webcast of the Public Meeting of Boston City Council May 13, 2015. The City of Boston being their "client", WGBH Captioning will email the Full Text of the Captions to you.
