Pursuant to the Idaho Public Records Act, I hereby request the following records:

Reuters is seeking any records/correspondence/documentation related to the City of Boise, Hefty's Orange Bag recycling program (Dow/Reynolds/Hefty) and Salt Lake City-based company Renewlogy.

We are seeking any documents/correspondence/records/contracts or invoices detailing the following:
1) Who pays for collection and drop off of Hefty orange bags and transport to Salt Lake City Renewlogy facility?
2) How much money is paid for those services or do consumers pay through the purchase of those bags?
3) What cement company has agreed to take the the orange bags/plastic while Renewlogy is reviewing its technology?
4) How much money does the city pay the cement company? Or does Hefty/Reynolds/Dow pay the cement company?
5) Air pollution / air quality information related to burning plastic in cement kilns

We are seeking all Correspondence/Documentation/Records related to those questions above dating back to 2014 to the present day

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Pursuant to Idaho Code § 74-103, the City may take up to ten (10) business days to locate the requested records. If the request cannot be provided within the allocated time period, you will receive written notice from the City.

If additional information or clarification is needed, the City will contact you for the necessary details to fulfill your request.
As outlined in Idaho Code § 74-102(10)(b), if processing your request for records requires more than two hours of labor or the number of pages being requested exceeds one hundred pages (100), you will receive a cost estimate outlining the fees that must be paid before your request can be processed. Your request will not be processed until the City receives payment.  If your request takes less time to fulfill than estimated, you will be refunded the difference between the estimated and actual cost. Should your request take longer to process than expected, you will receive an additional cost letter.  If the City does not receive the payment within 30 days of the cost letter being sent, the request will be deemed withdrawn.
