Pursuant to the Minnesota Government Data Practices Act, I hereby request the following records:

1. the total number of use of force incidents, separated by year and by type of force used from 2016-2019 (for example, "27 taser incidents in 2016, 3 baton incidents in 2017, etc.)
2. the total number of civilian complaints alleging any form of law enforcement misconduct that were reported and the total number sustained, separated by year (for example, 8 complaints in 2016, 2 complaints sustained in 2017, 4 complaints in 2018, 1 complaint sustained in 2019, etc.)
3. the total number of civilian complaints alleging law enforcement use of excessive force that were reported and the total number sustained from 2016-2019, separated by year
4. the total number of civilian complaints alleging biased policing or racial profiling that were reported and the total number sustained from 2016-2019, separated by year

Note that my requests for civilian complaints are specifically for civilian complaints alleging police misconduct, please do not include complaints filed by one officer/the department against another officer.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

A portion of the data you requested is attached. This spreadsheet contains incident level use of force data for January 2016 through March of 2017. Our records management vendor was able to pull a report with the data points you requested with the exception of the type of force used. Those data points are not collected in a reportable field and would have to be manually compiled by reviewing each report. This summary data project would entail a fee.

I'd also like to provide some context to the use of force data. In some cases there are multiple use of force incidents attached to a single case number. Our policy requires that each officer involved in an incident where force is used must complete a use of force report. Additionally, there may be incidents where multiple subjects were involved, which could also result in multiple use of force reports for one case number. This data cannot be collected without reviewing each report.

Finally, the use of force data set includes K-9 deployments and PIT maneuvers. These are not "hands-on" types of force; however, per policy our officers are required to write use of force reports when utilized.

The search and retrieval process for the remainder of your data request is nearly complete and you should receive that data within the next two weeks.

The final piece of responsive data is currently being compiled for March 2017-2019 use of force data. This data should be completed and sent within 10 business days.
