Pursuant to the New York Freedom of Information Law, I hereby request the following records:

All materials relevant to the creation, release, and closure of the Request for Proposal for the wastewater treatment facilities of the City of Binghamton and Village of Johnson City, New York.

Please include the following materials:
- The initial RFP and any subsequent versions or drafts
- All amendments, exhibits, appendices, and materials supplemental to the RFP
- All questions and agency responses submitted by potential and actual participants in response to the RFP
- All bids (including all amendments, exhibits, appendices, and supplemental materials) provided by potential vendors in response to the bid
- All available schedules and timetables for the decision-making process for the selection of the winning bidder

Please also provide all notes and documentation regarding the rationale for the creation of the RFP and the language used in the RFP, particularly any memoranda, emails, directives, and other records regarding the division of responsibilities and costs between the Owner of the facility and the successful Proposer.

Please provide materials on a rolling basis as they become available.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

As stated on August 21, 2019, all bids (including all amendments, exhibits, appendices, and supplemental materials) provided by potential vendors to the bid was denied. You may resubmit this request once the bid is awarded as indicated in the 2010 opinion hyperlinked below.
