Mr. Lipton- your public record request relating to SAEC tests and results from 2000 to present filed with the City of Biloxi has been forwarded to me as Biloxi's special counsel. You stated in your request that you wanted the City estimate the costs before proceeding. The cost to retrieve, review and prepare for production the materials is estimated to be $5000.00. Given the cost, do you wish for the City to proceed ? please advise.
Best regards,
Hank Ros

Hello Mr. Ros,

Thank you so much for your letter. I'm hoping you can elaborate on the estimated cost of processing this request, as I'm sure you understand it is prohibitively expensive and unusually high based on my experience with such requests. If you could clarify the nature of the materials and the process of providing them, I would really appreciate, and I hope we can come to an understanding about which materials would be responsive and appropriate without burdening your office too much.

Thanks so much for your time and help.

Best wishes,
Beryl

Hello,

Thank you for your response! We're not seeking individual rape reports, more an overview of how many rape kits were done, how many were tested, and how many exist in your backlog. Do you maintain any tracking system for this data? What if we limited it to only the electronic data available after 2008? I believe that what we're seeking may be far less burdensome than what you discussed in your letter. Will this lower the cost at all?

Thanks,
Vanessa Nason

Hello Mr. Ros and Ms. Saujon,

Thank you very much for your help with this request thus far and the information that you've sent along. My understanding, unfortunately, is that relevant charges are to be levied in advance of the provision of requested materials, and as $300 seems incongruent with the depth of information provided, we will respectfully decline to submit the requested amount, particularly as this request is being made by researchers in the public interest, rather than by a well-funded corporate machine conducting inquiries for commercial use. However, we do appreciate the time you've spent preparing this information and the disruption that such focus may have caused to your office, and we would like to discuss receiving the raw data from which your numbers are drawn, as well as any fees that may appropriately be applied to the provision of that information. If you could please assist us in gathering those materials, we would most appreciative and would be happy to talk about any necessary logistical concerns.

Thank you so much for your help and time. I hope you have a lovely afternoon.

Best wishes,
Beryl, MuckRock
