Pursuant to the Montana Freedom of Information Act, I hereby request the following records:

Any and all written or electronic communications, including email attachments and texts, between the senior leadership of BLM's Montana State Office (including Acting State Director Jon Raby, Communications Director Al Nash, Deputy State Director Mike Philbin, Kimber Liebhauser, Kim Prill and/or Stephen Thompson) and any representative, agent, employee or executive of one or more of the following oil and gas firms: Highlands Natural Resources, Highlands Montana, and/or Halliburton. This request seeks records produced between October 1, 2017 and the date this request is processed.

I am a reporter with Pacific Standard magazine.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Tobias,

We recently sent you a first release of records on January 30, 2019. At
that time we also informed you that your request was placed into the
complex track and we anticipated the need to review records for several
exemptions. Your complex track estimated completion date is set for March
29, 2019. In the meantime we are working as quickly as we can on all our
FOIAs. Since we process first in first out in each track please know that
we currently have 16 FOIA cases in our normal track and 22 FOIA cases in
our complex track ahead of your. Feel free to request status updates as
needed; however, you can also check the status of your request here

BLM-2019-00196. Also realize that you can modify your request at anytime
during the processing of our request in attempt to move it into a quicker
track.
