Pursuant to Maryland's Public Information Act ("PIA"), I herby request the following records:

All documents related to Citizen Patrol Groups Operating in Baltimore County.

Examples include Names and Contact Information of such groups.And any documents pertaining to grant money disbursed to these groups.Dates of active and inactive groups as well as any grant requests made available on behalf of these groups by the Baltimore county police department.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 30 business days, as the statute requires.

The Legal Section of the Baltimore County Police Department has received your request for "all documents related to Citizen Patrol Groups Operating (sic) in Baltimore County." Under the Maryland Public Information Act ("MPIA"), the Baltimore County Police Department ("Police Department") is providing the following response by E-mail only, in compliance with your request.

The Police Department does assist in the administration of grant funding for several Citizens On Patrol ("C.O.P.") groups within Baltimore County, Maryland. The Police Department will provide a spreadsheet containing the name of each group and the funds provided to these groups for the last three years. Please understand that certain information must be redacted pursuant to the Annotated Code of Maryland, General Provisions Article, Sections 4-304 through 4-355. Personal information concerning C.O.P. members, including individuals names, home addresses, and phone numbers will be redacted from the spreadsheet.

The Police Department will provide this spreadsheet without charge, due to the two-hour exemption from fees under General Provisions Article ("GP"), Section 4-206(c).

The Police Department is also in possession of applications and other documents concerning Baltimore County C.O.P. groups. These documents detail the information contained in the spreadsheet. Providing this information would involve extensive manpower. If you wish to received the documents, pre-payment would be required. This fee would involve compiling the information and the time to have an attorney review and redact the documents. The MPIA does allow the Police Department to charge a reasonable fee "for the search for, preparation of, and reproduction of a public record." GP 4-206(b).

Please notify me if you wish to receive a cost estimate for the reproduction of the application documents. Unless notified otherwise, I will provide the spreadsheet and consider your request satisfied. Once again, if you would like to receive the application documents, you will be required to provide payment prior to the Police Department providing the information.

I hope to have the spreadsheet sent to you by the end of this week.
