Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:

Requests, emails , or other written communication to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in their own jurisdictions. According to the FLETC website, they export programs to state and local police departments tuition-free. The following link is the page in which this is explained. https://www.fletc.gov/registration

The names of all officers in your department who have received training from Federal Law Enforcement Training Centers between 1/1/12 and the date this request was processed. In case your department does not keep such a list, I would like a copy of any forms or applications submitted by officers for training with or expenses related to Federal Law Enforcement Training Centers between 1/1/12 and the date this request is processed.

The following is a list of FLETC courses I would like searched for:
-Active Shooter Threat Training Program
-Advanced Instruction for Marksmanship
-All Terrain Vehicle Training Program
-Advanced Pistol Training Program
-Continuing Legal Education Training Program-Uniformed Police
-Covert Electronic Tracking Program
-Internet Investigations Training Program
-Introduction to Digital Evidence Analysis
-Mobile Device Investigations Program
-Use of Force Instructor Training Program
-Land Transportation Antiterrorism Training Program

If the forms, applications, or requests do not specify which courses are going to be attended than just include any FLETC courses.

Our I T Section need to know what the date range is, email domain or search terms to be used?

Please be advised: the average staff time of review e-mails for release is thirty to sixty pages reviewed per hour (e-mails and attachments). Time differs depending on the size or complexity of the e-mails. Once all disclosable emails are identified the BPD will advise of the actual cost of producing the e-mails. If the costs and terms are agreed upon the e-mails will be reviewed. It is in petitioner's interest to narrow or identify specific persons or email addresses or to use precise key search words or phrases to limit unnecessary or unwanted e-mails. If you would like the BPD to start the e-mail search and understand the potential costs of processing e-mails for public release please provide any of the following:

Mr. Waltman,

The Commander of the Homeland Security Section has advised he does not keep the training records of individual detectives under command. His staff changes regularly for a number of reasons such as promotions, retirement, transfers etc. Any training records would be held at the Professional Development and Training Academy.

The Custodian of Records of the Professional Development and Training Academy is not sure if the BPD participates in FLETC. The only way to determine if members took "FLETC" classes is to review every members training jacket. The search for records of members taking FLETC would be to a review of each sworn members' jacket. The estimated time is 80-100 hours. Cost $2,000 to $5,000

Fiscal Services estimates that a search of BPD Fiscal records encompassing 5 years of training requests, copying and compiling said records will take approximately 4-6 hours. These records are not digitized and will require a physical search of paper files. Cost $200 to $300.

The I T Section ran the e-mail search and forwarded 514 responsive emails to the attorney who would conduct the legal review (approximately 1000-2000 pages). The e-mail could only be retrieved back to February 2014. The cost of email review is $50 per hour at 30-60 pages per hour.

Please let me know if you are willing to pay the reasonable cost for any of the portions of your request.
