I request all documents relating to the investigation into the disappearance and murder of Woodlawn resident Jada Denita Lambert in April 1998.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Based on the information you have provided in your request, the BPD believes that the records you request are filed under Central Complaint # 984E00295 which relates to a 1998 homicide. The Commanding Officer of the Homicide Section maintains investigation files for most homicide investigations. Other Custodian(s) of Records may maintain related records associated with this incident. This office will forward your request to the appropriate custodian(s). Once all responsive documents are located, this office will contact you with the estimated costs associated with this request as allowed by General Provisions Article, § 4-206 of the Annotated Code of Maryland.

Dear Mr. Kenny

The detective in the Homicide Section have done a search of the archives. The 1998 homicide file for 984E00295 could not be located. The Custodian of Records for the Homicide Section can to provide the Lotus Notes (electronic file with progress reports, recap and case synopsis). The Custodian of Records for Central Records can provide the Offense report for 984E00295. I will ask Custodian of Records for the Laboratory Section to provide any available Laboratory reports. The available records consist of approximately 50-100 pages.

The normal cost of reproducing a criminal investigation records this size is $40.00. The normal time expended on file this size for a MPIA request for research, location, correspondence, and preparation of documents by the investigation unit for records that are considered public records is between 2-3 hours. The review for the protection and removal of documents in the files not considered public records by law or exception by the legal staff estimated at 1-2 hours and is in addition to the cost of the documents. Staff billable time is $50.00 per hour. These are normal charges allowed by law. These are the cost to the taxpayers associated with processing your MPIA request. The Baltimore Police Department estimates the total staff time to be 3 hours at $ 50.00 per hour. The first two hour to process this request will not be billed. Staff time is $ $50.00 and the case file is $40.00, total fees $90.00.

If you would like a copy of the available documents remit a check or money order in the amount of $90.00 payable to the Director of Finance; mail the payment to the Baltimore Police Department's Office Legal Affairs, 100 N Holiday St., Room 100, Baltimore, Md. 21202 If this office does not receive payment within thirty days of the date of this letter, this file will be closed. Please refer to tracking # MPIA 15 663 in any subsequent correspondence in this matter.

Thank you for providing the Lotus Notes from the Jada Lambert homicide case (Central Complaint # 984E00295; Tracking # MPIA 15-663). I do have a question.

In your January 12, 2016 letter you stated: "The 1998 homicide file for 984E00295 could not be located." Is the Baltimore Police Department saying that the entire homicide file is missing?

Please confirm.

The 1998 Detective’s case file was not located. The Case file is comprised of copies of original records that are maintained by a number of custodians. By gathering Lotus Notes (electronic file with progress reports, recap and case synopsis), offense report, Laboratory reports and Evidence chain of custody reports a large part of the file was be recreated.
