Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:

-Policies on the use of helicopters by the agency.
-Regulations on the use of helicopters by the agency.
-Usage logs of helicopter use from the last five years.
-Any financial data from the last five years on helicopter upkeep and purchasing.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

A member of the Office of Legal Affairs was assigned to your request. The Member asked the custodian of records of several sections of the BPD to conduct a search for the requested records. Below are the results of the searches.

Regulations on the use of helicopters by the agency are the regulations promulgated by the Federal Aviation Administration and can be located at: www.faa.gov/regulations_policies/<http://www.faa.gov/regulations_policies/>

Usage logs of helicopter use dating back to January 2015 were located. A complete search of archives for usage logs of helicopter use for 2012-2014 would have to be conducted. The staff time required to search for these records is approximately 5 hours and may not yield any results. The cost for researching and possibly producing these records is estimated at $250.00 for staff time.

Usage logs of helicopter use dating back to January 2015, including daily flight logs and flight statistics on calls, arrests, and assists, as well as fiscal data from the last five years on helicopter upkeep and purchasing can be offered at no cost if you accept these records as the complete fulfillment of the request. Approximately 5 hours of staff time has already been used. If you accept these records as the complete fulfillment of your request respond to this e-mail and I will asked the custodian to release the records. If you want the BPD to conduct a search for the remaining described records remit check or money order in the amount of $250.00 payable to the Director of Finance; mail the payment to the Baltimore Police Department's Office Legal Affairs, 100 N Holiday St., Room 100, Baltimore, MD 21202. If this office does not receive payment within sixty days of the date of this letter, this file will be closed. Please refer to tracking # MPIA 17 481 in any subsequent correspondence in this matter.
