Pursuant to the Maryland Public Information Act, I hereby request the following records:
A list of the residents in East Baltimore who were relocated by the East Baltimore Development redevelopment in the Middle East neighborhood in Phases I and II. Further, I would also like to request information for the amount received in relocation assistance by each resident for their vacated home in East Baltimore, the location of their new residence (address or census block GEOID), and demographic information about the relocated residents.
Any and all communication between the Housing Authority of Baltimore City and the East Baltimore Development Inc. regarding the relocation of East Baltimore Residents in the Middle East neighborhood.
Any documents (notes, email correspondence, informational sheets) related to the three-day planning charrette sponsored by the Mayor's office and led by Urban Design Associates (UDA) in July 2001.
Any documents (notes, email correspondence, information sheets, presentation materials) from the Relocation Information Meeting on October 11, 2001 at Israel Baptist Church sponsored by City Staff and Urban Design Associates.
Any documents (notes, email correspondence, information sheets, presentation materials) from the East Baltimore Master Plan Presentation on October 15, 2001 at First John Tabernacle Baptist Church sponsored by City Staff and Urban Design Associates.
Documents (notes, email correspondence, memos, etc) from the Housing and Relocation Committee (including the Policy Subcommittee) in 2006-2007 related to the development of housing options specific to land in Phase 2 of the East Baltimore Development Master Plan.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Please be advised that I have been assigned to review your request for documents made to the Housing Authority of Baltimore City (HABC) pursuant to Maryland Public Information Act (MPIA).
You have requested information regarding the relocation of residents of East Baltimore by the East Baltimore Development Inc. along with any and all documents between HABC and the East Baltimore Development pertaining to the relocation. What is your time frame for these documents?
You have also requested documents from meetings sponsored by Baltimore City Staff and Urban Design Associates in July and October, 2001. HABC is not a Baltimore City agency. You need to contact the Baltimore City agency that sponsored those 3 meetings in 2001 for those documents.
You have requested documents from the Housing and Relocation Committee, including the Policy Subcommittee for 2006-2007 related to the East Baltimore Development Master Plan. I am not certain what Committee you are referring to, but you would have to contact that Committee for those documents.
HABC owns and operates public housing. When you provide the time frame, I will research your request to determine if any public housing residents were relocated by East Baltimore Development in that time frame. If so, I will search for the documents requested.
HABC does charge for MPIA requests. If there are available documents, I will email you an estimated cost for your request.

Dear Gregory,
Thank you for following up on my request. Below I have tried to clarify your questions.
With regards to the information about the relocation of residents in East Baltimore by EBDI, the time frame I am interested in is 2001-2015. I would appreciate documents, names, addresses, etc of residents who were moved from public housing in East Baltimore to new public housing.
During this time frame, I am also interested in documentation you may have related to the occupancy of public housing units in East Baltimore (e.g. Ashland Commons). In particular, I am interested in the number of units per year that housed low income residents.
Thank you very much for your time and effort spent into looking into this matter. Please send me an estimated cost for the requested documents.

To give you an update, I am still working on your request for documents pertaining to public housing residents who were relocated in East Baltimore from 2001 to 2015 to new public housing units by East Baltimore Development Inc. At this time, I have not located any documents but I still have not reviewed all possible documents yet. My research so far indicates Baltimore City, not HABC, was involved in the relocation. HABC is not a Baltimore City agency. Ashland Commons is not a public housing development and HABC does not have any public housing residents in that apartment complex.
