Under the Maryland Public Information Act Title 4, I hereby request the following records:

I am requesting for every sworn Baltimore City Police Officer, in a machine readable format (in an Excel speadsheet would be fine), as of July 6, 2017:

- First and last name
- Unique sequence number
- Current badge number
- Any previously recorded badge number that was used before their current one
- Race
- Gender

In response to a previous PIA request, I was told this information was recorded by the Office of Homeland Security in electronic format. I would like to request this data even if it is deemed to be incomplete. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 30 days, as the statute requires. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law. If you determine that some portions of the requested records are exempt from disclosure, please provide me with the portions that can be disclosed.

Mr. Staples,

The Baltimore Police Department has received your correspondence regarding you MPIA request.

In your request, you have asked for multiple pieces of information about each officer of the BPD:

- First and last name
- Unique sequence number
- Current badge number
- Any previously recorded badge number that was used before their current one
- Race
- Gender

The BPD does not store this information together in one repository. Colin Glynn an employee of the Office of Legal Affairs has worked with several custodians to produce to you two computer files. The first lists BPD officers containing their names, sequence numbers, and badge numbers. The second lists BPD officers containing their race and gender.

Pursuant to Maryland Code, General Provisions Article, § 4-351, the BPD has redacted the entries for certain individuals (such as undercover officers) whose work is of a nature where disclosure of their employment information could endanger themselves or others.

You have a right under the Public Information Act for the Public Access Ombudsman to mediate any disputes arising out of a MPIA request or a judicial review pursuant to General Provisions Article §§ 4-1B-04, 4-362.

Because neither I nor any employee of Legal Affairs are the Custodian of Records of the records you requested, I have no personal knowledge of the existence of any documents with the exception of those forwarded to Legal Affairs. Please refer to Tracking Number # MPIA 17 480 in any subsequent correspondence in this matter.
