Under the Maryland Public Information Act Title 4, I hereby request the following records:

I am requesting for every sworn Baltimore City Police Officer, in a machine readable format (in an Excel speadsheet would be fine), as of April 28, 2017:

- First and last name
- Current badge number
- Any previous badge number that was used before their current one
- Current rank
- Date of hire

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 30 days, as the statute requires. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.
 
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law. If you determine that some portions of the requested records are exempt from disclosure, please provide me with the portions that can be disclosed.

Mr. Brooks,

Thank you for providing the information. If BPD uses sequence numbers and not badge numbers to uniquely identify officers, is there a way for a member of the public to identify an officer using the badge number displayed on his or her uniform? Does BPD keep records of which officers use which badge numbers?

To clarify my response to your MPIA request and answer your question of May 15, 2017 I spoke to custodians in the BPD Homeland Security, Quartermaster, Human Recourses offices, and Internal Investigations Division (IAD).
All Citizens’ complaints go to IAD or Command Investigations Unit (CIU). Every complaint is investigated by an IAD or CIU detective. If the citizen has a badge #, date, time, location and description of the incident and description of the officer(s) the IAD investigator uses his investigative skills to identify the suspected officer.
As for list of badge numbers. I have been in contact with the Quartermaster’s office. The Quartermaster’s had an old program with a data base of all badges and officers assigned the badges. The data base became antiquated and was no longer supported by the developer. At some point the data base could no longer be used. However, the Quartermaster has kept a paper card catalog system. When an officer retires his badge is returned to the Quartermaster and the card catalog is updated. If a new officer is assigned that “retired” badge the card catalog is updated.
The Office of Homeland Security issues ID cards to new officers and renews expired ID cards. ID cards are issued by Seq#. The Detective responsible for issuing the ID cards also records the officer’s badge number. I spoke to that detective and he has informed me that this data is not complete. His system is incumbent upon an officer notifying him when their badge number changes. The BPD does not have a complete electronic list of Officer/Badge number that I was able to identify. The quickest way to search and identify an Officer/Badge number is Homeland Security’s list. The Most accurate way is the Quartermaster’s card catalog and of course there is the IAD detective investigation skills.
