Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:

This request has to do with the Ballistic Armored Tactical Transport, commonly known as the B.A.T.T., which is manufactured by the Armored Group LLC. I ask for:

-Contractual documents. Examples of this are invoices, purchases orders, contracts, loan agreements, procurement documents etc.
-Records of communication with the Armored Group LLC, which has a domain of @armoredcars.com. This correspondence from the department would likely be coming from either the chief of police or a head of procurement.
-Training and/or usage guidelines or policy for this vehicle.
-Any utilization logs for this vehicle.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

On December 8, 2017 you submitted a request for public records to the Document Compliance Unit (“DCU”) of the Baltimore Police Department (“BPD”), for, “Contractual documents, examples of this are invoices, purchases orders, contracts, loan agreements, procurement documents etc., records of communication with the Armored Group LLC, which has a domain of @armoredcars.com. Training and/or usage guidelines or policy for this vehicle and any utilization logs for this vehicle - the Ballistic Armored Tactical Transport, commonly known as the B.A.T.T., which is manufactured by the Armored Group LLC. The Maryland Public Information Act (“PIA”), Annotated Code of Maryland, General Provisions Article, § 4-101, et seq. governs your request.

The BPD SWAT / Tactical Unit and the ITS (Information Technology Section is the custodian of the records in which you requested. Unfortunately, upon review of BPD’s record(s), the BPD does not have any records responsive to your request as the BPD does not use this vehicle and is not currently requesting or solicitng any purchase orders or contracts for this type of vehicle at this time.

Nothing in this response is intended to indicate that any records sought from the BPD exist or to waive any privileges held by the BPD. You have the right under PIA § 4-1B-04 to contact the Public Access Ombudsman to mediate any dispute(s) you may have with this response. You may also, contest this response by filing a petition for Judicial Review in Circuit Court pursuant to PIA § 4-362. Please refer to tracking# MPIA 17-1008 in any subsequent correspondence.
