Pursuant to the Texas Public Information Act, I hereby request the following records:

I am requesting the following documentation related to any contracts and applications processed under the Good Neighbors Program from May 1, 2016 through the date of this request. This request is meant to only include information that is NOT deemed confidential under the Texas Public Information Act.

•All documents listing the addresses of all restoration projects and/or repairs that were made on privately owned properties. information should include the first and last names of the approved applicants.
•All documents and City policies, guidelines, or procedures that describe how an application for the Good Neighbors Program is denied or approved, and how the City determines which approved projects take priority over others within the Good Neighbors Program.
•All documents and City policies, guidelines, or procedures that describe how the economic value or return on investment is measured on a completed Good Neighbors project.
•All accounting documents showing the amount of public funding that was used on each individual project under the Good Neighbors Program.
•All accounting documents, bills, invoices, and receipts associated with payments made (including administrative fees paid) to any private entities receiving public funds towards each project under the Good Neighbors Program.
•All documents and City policies, guidelines, and procedures in place that describes how the City recaptures any public funds used by a private entity if a private entity does not meet the obligations set forth in the contract.
•All documents and City policies, guidelines, and procedures in place that describes how the City plans to recapture any public funds used on Good Neighbors projects if a property is selected based on falsified information given by the property owner, or if the property owner sells their property within two years of the project date.
•All City policies, guidelines, and procedures in place to address or prevent potential conflicts of interests related to any part of the Good Neighbors Program. This includes any conflict of interests found within a private entity that receives public funding under this program.
•All City policies, guidelines and procedures in place that address the misuse of public funds by a private entity under any City contract/program.
•All documents supporting the decision to include 116 Huling Drive as a home to be revitalized or repaired under the Good Neighbors Program. Include any signed applications, contracts, or liability waivers signed by the property owner relating to this program. Please omit any sensitive information from each document if such information is deemed confidential under the Texas Public Information Act.
•All documents showing the results of the building inspections completed by the City after the renovations on all projects under this program.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Thank you for the prompt response to the records request. After looking through the documents I noticed that I didn't receive any records related to my request for information regarding 116 Huling Dr. I'm sure it was juat an oversight because I can see that the property address was included in the October 2018 Blitz reimbursment request and some receipts as well. The project at this property is well documented with photos and videos on Servolution's social media pages. Even if no funding was provided for this property for some reason, I was wanting to view the application and waiver that was signed by this property owner.

I am requesting the remaining documents that were not released with this request. The documents received were only a portion of what was requested. If they cannot be produced, I am requesting the acknowledgement that they do not exist, or please cite the specific exemptions that justifies the refusal to release the remaining documents. The portion that was released was missing all the documents that pertain to the projects completed during the April 2018 Good Neighbors Blitz, which includes the reimbursement requests from Servolution that shows which homes were completed, even if no reimbursement was actually made. The request for all documents regarding the project at 116 Huling Dr. also was not fulfilled. Even though the City claims that no public funds were used on this project, there should have been an application submitted by the property owner that was denied and some written or electronic correspondence that documents that denial.

These are all records that are claimed to be maintained by the City per the Chapter 380 agreement. In addition, these documents should include the City's written plan of accountability to recapture public funds if obligations are not met and the written plan showing public control of how the funds are spent.

The Texas Public Information Act requires that you “promptly produce” the requested records unless, within 10 days, you have sought an Attorney General’s Opinion.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.
