From: Ben Hallman

To Whom It May Concern:

Pursuant to the Colorado Open Records Act, I hereby request the following records:

1) The total number of firearms reported stolen to your department in 2015.

2) The total number of firearms reported stolen from motor vehicles to your department in 2015.

I submitted on July 21 and 22 requests for police reports related to the theft of firearms from motor vehicles and asking for the total number of automobile burglaries in 2015. If you have not already completed that request, please complete this one first if possible.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Sincerely,

Ben Hallman

Good Morning!

Although Lisa Horton is not in the office today, I was able to find the Open Records Request #2856 that she responded to Mr. Ben Hallman via email on August 2, 2016. However, if you disagree and/or this email was not received, please let me know and I'll do my best to follow-up on it for you. However, if I cannot locate anything today, your email request below may have to wait until Monday of next week - August 8, 2016 since I'm fairly new in the Municipal Records Department and Lisa Horton will not be available until then. Thank you for your patience and cooperation.

Dear Mr. Ben Hallman,

Please ignore my previous email to you as Lisa Horton is out today and I'm trying to fill in but she has some pretty big shoes to fill! I apologize because my other email made reference to a different request #and upon further research - I found out that you have another Open Records Request on File under #2885 which was opened on August 2, 2016 but we have not received the responses from the departments involved.
Therefore, we have to extend this request to August 16, 2016 in order to have time to collect the information you require.

If you should have any questions or concerns regarding this matter, please let me know. Thank you for your patience and cooperation!

Hi Cheri,

Lisa did send me some data, but this is a followup request. I understand you had 47 incidents in which one or more firearms were reported stolen from cars in 2015. But we'd like to know how many total guns were stolen in those incidents. We understand that some incidents involve the theft of more than one firearm.

We'd also like to know how many guns are stolen from all sources (residences, businesses, vehicles, etc.) in 2015.

Also, can you send me a sample incident report for one of those incidents involving a theft from a motor vehicle? I might request to see several of them but I want to make sure they contain the information we need.

From: Municipal Records

Dear Mr. Hallman,

I believe that you had two requests with us under the name of MUCKROCK and although #2856 has been handled as of 8/2/16 by Lisa Horton, she is not in the office today to assist you with the additional information you need because this particular Request #2885 has to be extended to 8/16/16 in order for the various departments involved to have enough time to do their research and gather up the information you need. I am sorry that we can't get you anything sooner but I will make sure that Lisa Horton receives a copy of your email below when she returns to the office on Monday, August 8th.

Thanks for your understanding,
Cheri Daniels

Hmm i'm having a hard time opening those in my system here. Would you mind sending to the reporter on the story: bfreskos@thetrace.org?

From: Ben Hallman

Also, we will be able to get the stats we requested?

From: Ben Hallman

You already gave us the number of firearms stolen from vehicles (47). Can we get the total number of firearms stolen from all sources (businesses, homes, cars, shops, etc)?

From: Horton, Lisa

Mr.Hallman,

In your initial request #2856 you requested the following:

1. Police reports for every motor vehicle break in and/or larceny from a motor vehicle that occurred in 2015.

2. All information contained in each police report, including....

Then you modified/revised the initial request:

1. Police reports for larcenies from motor vehicles in which a firearm was stolen in 2015. You were sent two (2) sample GO reports to determine if the reports contained all the information you described in the request.

2. Total number of larcenies from motor vehicles that were reported to your department in 2015, no matter what, if anything, was stolen. That number is 1586.

ORR #2885

1. The total number of firearms reported stolen to your department in 2015. That number is 173.

2. The total number of firearms reported stolen from vehicle to your department in 2015. That number is 47.

New Inquiries

* Can we get the total number of firearms stolen from all sources (businesses, homes, cars, shops, etc.)? This would be a new request. Looking at the #2856 Revised Request, you only asked for firearms that were stolen only from motor vehicles, now you are requesting firearms stolen from ALL sources.

* Also, we will be able to get the stats we requested? If you are referring to the numbers in ORR #2885 as the "stats", then yes, I have provided those. If that is not what you are looking for, I will need clarification on the "stats" you are referring too.

We will now consider this request closed.

Thank you,
Lisa Horton
