To Whom It May Concern:
Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
1) A list of all website names and/or URLs that are blacklisted/blocked by the district's Securly web-filtering software.
2) A list of all website names and/or URLs that the district has manually whitelisted/allowed access to upon request through the Securly web-filtering software.
I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest. In the event that you choose to impose fees, I request a detailed breakdown of the costs, including the hourly wages of any personnel assigned to process the request and estimates of how many hours the request will take them to process.
Should you choose to deny access to or redact records responsive to this request, I ask that you provide a detailed explanation of your reasoning--as required by law--citing the specific statutes and case law on which each decision is based.
I look forward to receiving your response to this request within 5 business days, as the statute requires.

I write for Vice, a publication with circulation in Virginia (https://www.vice.com/en/contributor/todd-feathers). The Virginia Freedom of Information Act specifically allows members of the media to request records (https://www.governor.virginia.gov/constituent-services/foia-requests/).

I have received Excel spreadsheets of blocked/allowed domains from other school districts using Securly in Virginia with the responsive records. I've attached one such file here to assist locating the documents. I would be happy to set up a time tomorrow or Friday to talk with you or your staff about how to locate the records, which can easily be exported from the Securly system.
