Pursuant to the California Public Records Act, I hereby request the following records:

All records and materials related to the employment (and all associated events, including performance, evaluations, disciplinary actions, etc.) of Joseph Matthew Rangel (dob 5/3/1977), who was employed by your agency from 01/01/2002 through 12/31/2008.

Please provide all available personnel files and materials, including but not limited to all records regarding Mr. Rangel's involvement in:
- Incidents involving the discharge of a firearm
- incidents in which use of force against a person resulted in death, or in great bodily injury
- any incident in which a sustained finding was made by any law enforcement agency or oversight agency that a peace officer or custodial officer engaged in sexual assault involving a member of the public
- any incident in which a sustained finding was made by any law enforcement agency or oversight agency of dishonesty by a peace officer or custodial officer directly relating to the reporting, investigation, or prosecution of a crime, or directly relating to the reporting of, or investigation of misconduct by, another peace officer or custodial officer, including, but not limited to, any sustained finding of perjury, false statements, filing false reports, destruction, falsifying, or concealing of evidence.

Please provide as responsive all records related to Mr. Rangel, including but not limited to: investigative reports; photographic, audio, and video evidence; transcripts or recordings of interviews; autopsy reports; all materials compiled and presented for review to the district attorney or to any person or body charged with determining whether to file criminal charges against an officer in connection with an incident, or whether the officer’s action was consistent with law and agency policy for purposes of discipline or administrative action, or what discipline to impose or corrective action to take; documents setting forth findings or recommended findings; and copies of disciplinary records relating to the incident, including any letters of intent to impose discipline or demotion, any documents reflecting modifications of discipline due to the Skelly or grievance process, and letters indicating final imposition of discipline or other documentation reflecting implementation of corrective action.

Please also provide all evaluations of employment, including all materials related to any consideration or determination of termination or any reduction of duties of said employment. Please include as responsive any materials related to any alleged or actual constructive dismissal (also called constructive discharge or constructive termination) and any other reasons for dismissal. Responsive materials would also include all other records related to the end of this individual's employment with your agency.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Hello Mr. Adams,

In response to your Public Records Request dated August 10, 2020 regarding Ofc. Joe Rangel, a former employee of the Auburn Police Department, I have checked the department's records. I could not locate any records regarding Joe Rangel in the areas that you requested. It should also be noted that he worked for this agency from June of 2002 until February of 2008.
