Pursuant to the Georgia Open Records Act, I hereby request the following records:

1. Policies, including implementation, termination and expiration notices, mentioning or discussing mask mandates or requirements for employees.

2. Reports regarding alleged violations of or non-compliance with mask mandates or requirements.

3. Records documenting any disciplinary actions taken regarding Item #2.

4. Emails, letters, memos and other written or memorialized discussions with unions or employee representatives regarding actual or proposed mask mandates or requirements (such as those requested in Item #1).

I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers in outlets such as Gizmodo, MuckRock, Motherboard, Property of the People, Unicorn Riot, and The Outline, among others. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. In addition, I discuss and comment on the files online and make them available through non-profits such as the library Internet Archive and the journalist non-profit MuckRock, disseminating them to a large audience. While my research is not limited to this, a great deal of it, including this, focuses on the activities and attitudes of the government itself. As such, it is not necessary for me to demonstrate the relevance of this particular subject in advance.

As my primary purpose is to inform about government activities by reporting on it and making the raw data available, I request that fees be waived.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good morning, I tried to use the link to Muckrock but I puts me into a log-in loop.

I have your inquiry and will get started right away. I will need a little clarification.

1. Policies, including implementation, termination and expiration notices, mentioning or discussing mask mandates or requirements for employees. This should be fairly simple to provide in about a week.

2. Reports regarding alleged violations of or non-compliance with mask mandates or requirements. Violations by APD employees or citizens or both? I assume it means just employees but want to be certain.

3. Records documenting any disciplinary actions taken regarding Item #2. This should be fairly simple to provide in about a week.

4. Emails, letters, memos and other written or memorialized discussions with unions or employee representatives regarding actual or proposed mask mandates or requirements (such as those requested in Item #1). Our information technology team does not have the ability to search by specific department, only a City wide search. If you can suggest what terms or key words you are looking for, or specific personnel or positions, or a specific time frame it would narrow the search quite a bit. A full search of the entire system could result in a large number of hits that would not actually be related to what you need.

Good afternoon, Emma. Just following up with you on this request.

. Policies, including implementation, termination and expiration notices, mentioning or discussing mask mandates or requirements for employees. Attached here policy documents on this.

2. Reports regarding alleged violations of or non-compliance with mask mandates or requirements. We have three cases involving officers. The files can be released. They are around 163 pages in total which will take around four hours of labor to review and redact for release. Our rate for this is $23.31 per hour (with the first 15 min free) which would be about $87 for this. If you would like to proceed please let me know and I can send a formal estimate letter.

I am following up on this. Our Office of Professional Standards advises that there have been three complaints related to this. All three cases are completed and available for release. It is around 163 pages and will take roughly four hours of labor. Our rate for this is 23.31 per hour and the first 15 minutes is free for a cost of $87.41. This is only an estimate and the total may be more of less.
