To Whom It May Concern:

Pursuant to the Georgia Open Records Act, I hereby request the following records:

Police reports for every motor vehicle break-in and/or larceny from a motor vehicle that occurred in 2015. I want to determine how many vehicle break-ins occurred in your jurisdiction and basic information about each, including what, if anything, was stolen.

I want to see all the information contained in each police report, including, but not limited to, the time and location of each crime; the criminal's method of entry; the make and model of the vehicle; descriptions of what was stolen and where from inside the vehicle each item was stolen; victims' names, ages, addresses and contact information; and the narrative summary of what happened.

If this data is collated in a digital file or database, providing the results of a search query that yields this information would be an acceptable substitute to physical copies of the reports.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Sincerely,

Ben Hallman

Good afternoon...
We have received your request. Please be advised the request you are submitting will take some time. I will reach out to the appropriate unit to get a total number for 2015 of both Vehicle Thefts and Larcenies. This way we can get an idea as to how many total reports would have to be printed and redacted. Below is a price chart. There is a site which you can try to go to (http://opendata.atlantapd.org/Crimedata/Default.aspx) which will give you dates times and locations of incidents. You can search city wide and by year and date, you can also look into this by crime. Please let me know how you would like to proceed.

Good afternoon...
Your request would have to print and redact reports for 12,653 incidents. With printing and redacting the estimate would be about $11,000.00, we would need half up front before we start work. Please advise how you would like to proceed. Since reports are in paper form, this is how they would have to be provided.

From: Ben Hallman

Thank you for your prompt reply. Please let me know in advance how much this request will cost, i.e., an estimation of how many hours it might take to redact and any other fees or copy charges.

From: Sajdak, Lukasz M.

With printing and redacting the estimate would be about $11,000.00

From: Ben Hallman

Is there any way to narrow it to only reports where a firearm was stolen from the vehicle? If so, how many reports would that produce and what would the estimated cost be?

From: Sajdak, Lukasz M.

Good afternoon...
There were a total of 8,371 larceny from vehicle calls. We have no way other than to print them all and read them to see if a gun was stolen. So this would still be an approximate cost of $7,500.00

From: Sajdak, Lukasz M.

I will double check to see what we can do. I am waiting for a reply form Crime Analysis.

From: Ben Hallman

OK than you for checking. Please let me know what Crime Analysis says.

Attached is the file as per our conversation.

Hi Lukasz,

Is there any way to determine which of these guns were later used in crimes, specifically homicides?

From: Jones, Kim

Officer Sajdak doesn't come in til 3pm.

From: Ben Hallman

Thank you Kim. Is there any one there who could answer my question before 3 p.m.?

From: Sajdak, Lukasz M.

No, at this time the only thing we can say for specifics is we would have to print and redacted the reports. We would need half down before we start work due to the amount. Please advise how you would like to proceed.

From: Ben Hallman

Ok what we'll probably do is ask for 10 reports from each month, to reduce the cost and time it will take to redact. I'll get back with you soon.

We'd very much like to find cases where guns that were stolen in cars were later used in major crimes, specifically homicides. Is there someone in the homicide unit who might be able to remember a couple of examples from last year? All I would need to know right now is the name of the victim of the homicide and the case number for the auto burglary so that I could request the report.
