Pursuant to the Georgia Open Records Act, I hereby request the following records:

This is a public records request for a duplicate electronic copy of ALL communications including but not limited to meeting notes, emails, email chains, email attachments, meeting recordings and any other documents between the Atlanta Police Department and the DeKalb County Police Department from 04/01/2022 - 05/31/2022 concerning the proposed Public Safety Training Center in unincorporated DeKalb County. You may use the key words “public safety training center”, “PSTC”, “construction”, “Key Rd/Road”, “APF”, “Atlanta Police Foundation”.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We have received your open records request. We are having our Information Management department process this request. If they need additional information, they may relay that inquiry to you. When we get the item count, we can generate a cost estimate for the review/redaction/production of those items. The estimated time for item count and a cost estimate is 5 business days. Time to full completion of the request (if the cost estimate is accepted) will depend on the item count the email search produces.

I wanted to bring this request to your attention. I understand that putting together each of our open records requests takes time and there can be fees attachted, but 1700 hours and $40.3k for 60 days worth of emails is way out of range with previous costs. Additonally, APD has not provided an estimated item count as was stated in the 6/8 email from Officer K. Harris. It is difficult to not see this as an intentional chilling effect on transparency.

I am not sure if the MuckRock platform will have the previous emails in this chain, so I have pasted them below. I have also attached the cost estimate documents just in case those are not easily accessible to you.

Good afternoon. I am happy to look into this to make sure that the estimate of costs was properly calculated.

I am wondering if perhaps the issue lies with the parameters of the email search. Do you know the email domain for the DeKalb County Police Department? It could be that they did not restrict their search to only emails to and from that domain and only used the key words. That would likely result in an incredibly higher volume of responsive email records.

The email domain should be "dekalbcountyga.gov". Additionally, I have also heard back from APD that there were 519,099 responsive items, so I suspect you are correct. Again, thank you so much for your help in all this.

Thank you for that domain information. I have already reached out to the APD folks and will work with them to see if we can re-run the email search. I doubt very much that they want to review 500K emails any more than you want to pay for them to do it. :P

The Public Affairs Unit in APD has been working with our IT department to try to get more accurate and specific results using your search parameters and the DeKalb County government mail domain you provided last week. The last I heard from yesterday, they were able to reduce the number of responsive email records significantly. You should be receiving an estimate of costs shortly.
