To Whom It May Concern:

Pursuant to the North Carolina Public Records Law, I hereby request the following records:

All records created and/or collected from January 1, 2012 to July 2018 concerning pedestrian citations issued in your jurisdiction. This is to include but not be limited to,

1) the date and time a citation occurred;
2)the street, alley or “side street” where a citation occurred;
3) related reports or narratives;
4) information on resulting arrests;
5) and information on the persons cited/arrested, including demographic (race/age/ethnicity/gender) information.

If you determine that any portion or portions of this request cannot be fulfilled as promptly as any other portion of this request, we ask that you first fulfill whatever portion of this request you can fulfill within 10 business days and then fulfill the remainder of the request as promptly as possible.We are happy to work with your office to make this request as simple as possible and eliminate unnecessary work. Please contact us before you incur labor costs or the use of information technology resources beyond those that your agency has already established for reproduction of the information requested. We can probably find an efficient solution that serves the public interest while minimizing your effort.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, we would be grateful if you would inform us of the total charges in advance of fulfilling this request. We would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

request we pulled all citations related to the following North Carolina
General Statutes:

- § 20-172: Pedestrians subject to traffic-control signals
- § 20-173: Pedestrians' right-of-way at crosswalks
- § 20-174: Crossing at other than crosswalks: walking along highway
- § 20-174.1: Standing, sitting or lying upon highways or streets
prohibited
- § 20-174.2: Local ordinances; pedestrians gathering, picketing, or
protesting on roads or highways
- § 20-175: Pedestrians soliciting rides, employment, business or funds
upon highways or streets

Attached please find a spreadsheet detailing all citations during the
requested time frame. Please note: if the font is red and another charge is
listed besides the Pedestrian charge that means in addition to the
pedestrian charge there was another higher charge.
