Pursuant to Virginia's Freedom of Information Act, I hereby request the following records:

Actual copies or histories of all water and sewer bills (including consumption and billed amounts, as well as applicable rate schedules) for the previous 12 months for any and all accounts or meters tied to customers spending over $50,000 annually on sewer services.

The requested documents will be made available to the general public.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

The Virginia Freedom of Information Act (FOIA) request you submitted August 4, 2016 to the Department of Environmental Services (DES) was forwarded to this office handles processing these requests for the County.

DES staff estimates that the cost to compile the documents requested would be $3,685.60:

* 40 hours @ $42.04 = $1681.60

* 40 hours @ $50.10 = $2004.00

Please let me know in writing if you wish to proceed with processing your FOIA request as payment will need to be provided in advance.

I just had a quick question on the invoice provided - I wondered if you could advise as to whether it would be permissible (as well as more cost-effective and manageable from a staff perspective) to provide the addresses for specific commercial facilities rather than taking the route of requesting data on all above the $50,000 threshold.

If not, would you possibly be able to provide some clarification as to how you arrived at the $42.04/hr and $50.10/hr estimates (presumably with regards to the staffing requirements for my request)?
