Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
- Copies of all digital photographs taken of graffiti, pursuant to Directive 532.03, Section II.2 (https://powerdms.com/public/ARLVAPD/tree/documents/107), for incidents dated between the beginning of May 29, 2020 to the end of June 4, 2020.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available.
I look forward to receiving your response to this request within 5 business days, as the statute requires.

Thanks for the response. What is the breakdown for the fees?
Please note that under § 2.2-3704(F), a public body "may make reasonable charges *not to exceed its actual cost* incurred in accessing, duplicating, supplying, or searching for the requested records." As these were digital photographs (likely maintained electronically) and I asked for them to be provided by e-mail, under FOIA (see § 2.2-3704(G)), these should have been provided through a simple email. It's unclear to me how 16 digital photos resulted in $10 of actual costs.
