Pursuant to the Arkansas Freedom of Information Act (“FOIA”), Ark. Code Ann. § § 25-19-101 to 25-19-109, I hereby request the following records:
A log of all requests submitted to the University of Arkansas Libraries for materials held by Special Collections. Requested documents include any requests submitted directly the library or under the Arkansas Freedom of Information Act. Please include the name of the requestor, the affiliation of the requestor (if applicable), the date of the request, the relevant tracking or reference number (if applicable), and a description of the records or materials sought for each request.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

In regard to your 4/6/15 request for public records, please be advised that the Arkansas Freedom of Information Act only applies to Citizens of the State of Arkansas. From all provided information, it appears that you are not an Arkansas citizen. Accordingly, the University respectfully declines to respond to your FOIA request.
Regardless, the Federal Privacy Act (5 U.S.C.A. § 552A) prohibits disclosure of library patron records.

To Whom It May Concern:
The University of Arkansas Libraries today received a fax (noted above and attached) from an unidentified requestor, who is seeking public records previously requested by J. K. Trotter on April 6, 2015.
Please be advised that the Arkansas Freedom of Information Act only applies to Citizens of the State of Arkansas and without substantiation of residency, the University respectfully declines to respond to this request.
In addition, Ark. Code Ann. § 13-2-703 prohibits disclosure of records of patrons of public, school, academic, and special libraries supported in whole or in part by public funds.
