Pursuant to the Arkansas Freedom of Information Act (“FOIA”), Ark. Code Ann. § § 25-19-101 to 25-19-109, I hereby request the following records:

-All current policies regarding how officers are expected to handle protests

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Ms. Russell this correspondence should serve to memorialize our telephone conversation of yesterday afternoon (June 14, 2018 1:38 PM CST) regarding your latest requests sought under the provisions of Arkansas Code Annotated §25-19-105.

The continuing requests, as I noted to your predecessor in an exchanged during 2015, are declined consistent with ACA §25-19-105(a)(1)(A), specifically your non-resident citizenship.

I furthermore direct your attention to a U.S. Supreme Court case titled, Mark J. McBurney, ET AL., Petitioners v. Nathaniel L. Young, Deputy Commissioner and Director, Virginia Division of Child support Enforcement, ET AL.
