My name is Steve Cook. I am the Chief Counsel for the Arkansas State Senate. You recently contacted Senator John Cooper. You requested, from Senator Cooper, emails and correspondence from and to certain individuals and organizations that you listed.
Please be informed that the Arkansas Freedom of Information Act provides that all public records shall be open for inspection and copying by any CITIZEN (my emphasis) of the State of Arkansas during regular business hours. Your email provides a mailing address from Maryland, so the Act would not be applicable to you. Also, if you were from Arkansas, your request would also be denied because the Act provides an exception to the release of material which is ....unpublished memoranda, working papers, and CORRESPONDENCE (my emphasis) of members of the General Assembly. The requested information would be exempt because it would fall under the correspondence exception in the Act.
