Good afternoon,

Pursuant to the Arkansas Freedom of Information Act, I hereby request copies of the following records from the Department of Health:

All emails, memos and contracts (including draft contracts) that mention any of the following terms: “vaccine passport,” “vaccine passports, ” “Covid passport, ” “Covid passports, ” “IBM, ” “CLEAR, ” “CommonPass, ” “AOKpass, ” “SafePaths,” or “PathCheck.”

The date range is from December 1, 2020 until the date this request is processed.

I am a news reporter with NBC News, where we have reported extensively on efforts to create so called “vaccine passports,” or programs that prove someone has received the coronavirus vaccine. For example: https://www.nbcnews.com/tech/covid-passports-are-coming-not-easy-build-rcna554.

I would request that all fees be waived because I am a representative of the news media and make this request in that capacity. The requested documents will be made available to the general public, and this request is not being made for commercial purposes. In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request.

I also request that you provide results via email if possible.

I also request you expedite my request. The issue of vaccine passports is of urgent, immediate news interest to Americans who are eager to understand what life will be like as some public restrictions fade but the pandemic continues to affect them. Your aid in processing this request may prove invaluable to informing the public.

I am more than happy to discuss my request in more detail, or to potentially narrow it if necessary. Please give me a call as soon as possible if that’s the case.
