To Whom It May Concern:
Pursuant to the Arkansas Freedom of Information Act, I hereby request the following records:
1. All communications and existing documentation pertaining to the drafting on the bill titled Save Adolescents From Experimentation," or SAFE, Act. This includes but not limited to email communications, phone logs, text messages and/or messaging platforms, email attachments, phone logs and other documentation.
2. All email communications (including email attachments, complete email chains, and calendar invitations) and text messages or messages on messaging platforms (such as Slack, GChat or Google Hangouts, Lync, Skype, Twitter direct messages, Facebook messages, WhatsApp, Signal, Telegram, or Parler) received by Representative Lundstrum by the following individuals/email address of interest:
I. Senator Alan Clarke or an aide, assistant or employee from Clarke’s communications team sending correspondence on his behalf.
II. Attorney General Leslie Rutledge or an aide, assistant or employee from Rutledge’s communications team sending correspondence on his behalf.
III. An employee or representative of Alliance Defending Freedom or any emails sent by an email address ending in @adflegal.org
IV. An employee or representative of Heritage Foundation or any emails sent by an email address ending in @heritage.org
V. An employee or representative of Family Research Council or any emails sent by an email address ending in @frc.org
To be clear, however, I am requesting and complete email chains and messages following the line of conversation be produced, displaying both sent and received messages.
2. Any calendar invitations, calendar entries, meeting agendas, scheduled Representative Lundstrum and any of the persons listed above. For any meetings or strategy sessions, I am also requesting any informational material such as PowerPoint slides, any notes taken during any oral communications, summaries of any oral communications, of the meetings, should any have taken place.
3. Phone logs detailing calls between Representative Lundstrum to any of the following individuals or representatives of the organisations cited on the aforementioned list.
4. A complete copy (including any attachments) of any contract, amendment, memorandum of understanding, or other written agreement regarding external entities providing services relevant to Representative Lundstrum’s work, including, but not limited to, agreements with providers of map drawing software, consultants, advisors, or legal counsel.
Please provide all responsive records from January 1, 2020, through to the date of search.
If access to the records I am requesting will take longer than that time period, please contact me with information about when I might expect copies or the ability to inspect the requested records.
If there are any fees for searching or copying these records, please inform me if the cost will exceed $100. However, I would also like to request a waiver of all fees as the requested records are for news gathering and non-commercial purposes.
The Arkansas Freedom of Information Act requires a response within three business days. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon.
Please know that we are in receipt of your request under the Arkansas Freedom of Information Act, specifically Arkansas Code Annotated §25-19-101 et seq. It is our understanding that you are requesting copies of certain communication and correspondence relating to Representative Robin Lundstrum.
The public records you have requested either do not exist or are exempt under one of the following exemptions: (1) The "unpublished memoranda, working papers, and correspondence of ... members of the General Assembly..." are exempt from disclosure under Ark. Code Ann. § 25-19-105(b)(7); (2) Some entries do not meet the definition of "public record" as they do not "constitute a record of the performance or lack of performance of official functions", Ark. Code Ann. § 25-19-103(5)(A); and (3) Certain communications between members of the General Assembly and their staff are protected and confidential under Ark. Code Ann. § 10-2-129. Accordingly, we are unable to fulfill and satisfy your request.
