Pursuant to the Arkansas Freedom of Information Act (“FOIA”), Ark. Code Ann. § § 25-19-101 to 25-19-109, I hereby request the following records:
All syllabi, complaints, and any records of communication (before, after, or during his tenure), generated by Dave Grossman, who served as the Professor of Military Science and Chair, Department of Military Science at ASU from 1994 to 1998, and then as adjunct faculty, Department of Psychology and Counseling, until 1999.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

I regret that I don’t know what happened to your previous requests. I can’t tell below which email address was used to deliver the request to us. I can’t keep up with the automated numerical emails with no name.
The Arkansas Freedom of Information Act provides access to certain public records to Arkansas citizens upon request (See Ark. Code Ann. 25-19-105(a)(1)(A)). Unfortunately, I must deny your request because you are not an Arkansas citizen.

Ryan,
I learned that Lt. Col. Grossman was an employee of the U.S. Army ROTC program and not the university. Therefore we wouldn't and don't have any responsive records.
