Pursuant to the Arkansas Freedom of Information Act, I hereby request the following records:
Since 2017:
1. Annual/monthly budgets of Arkansas Department of Commerce Broadband Office
2. Annual/monthly reports on proposals/bids for broadband expansion subsidies in the Arkansas Rural Connect Program (including information like the number of proposals submitted, accepted, rejected, response time)
3. Documents verifying or recording how money used in broadband expansion projects was spent (e.g. receipts, audits, communications with ISPs)
4. Written close-out and progress reports evaluating the broadband expansions (e.g. results of internet speed tests, records/verification of households added by each project, communications with members of the public served by projects)
5. Communications with the public on proposed broadband expansion subsidies/projects
6. Cost-benefit reports, scoring criteria, or other written evaluations of proposals/bids for broadband expansion subsidies/projects
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Thank you for your FOIA request . Our Department (Arkansas Dept. of Finance and Administration) did receive the initial request and denied it explaining it must be submitted by an Arkansas citizen.
The Muckrock request was then routed to us. However, the Broadband Office is actually a division of the Arkansas Department of Commerce. As a result, we are not the custodian of the requested documents and do not have access to them. The request should be submitted to either Alisha Curtis at Department of Commerce at acurtis@arkansasedc.com or Steven Porch at sporch@arkansasedc.com.
