Pursuant to the Arkansas Freedom of Information Act, I hereby request the following records:

Monthly electronic listings of all employees of the Arkansas Executive Branch from January 1, 2015 to December 31, 2018. Specifically, I am seeking electronic listings of all individuals employed within the offices of the Governor and Lieutenant Governor and all state agencies, commissions, and departments for each month from January 1, 2015 to December 31, 2018.

For each month, Iā€™m seeking a spreadsheet, database, or delimited text file(s) ā€” not paper records or a PDF created from data ā€” with the following fields for each employee: full legal name, unique employee identification code, title, department or agency, race, gender, full-time/part-time status, location, hire date, termination date, civil service status, and gross annual salary. If you cannot produce any of these fields, please let me know and generate only the available variables.

If these data are not available at monthly intervals, please produce the datasets at the most frequent interval possible. For example, if the data is not available monthly, please produce the data at quarterly intervals.

In addition, please include any lookup tables that may be needed to interpret the data. For example, if departments are listed with codes linked to a separate table, I will be happy to join the records myself, rather than require your staff to do so.

I am comfortable working with large data sets and can receive the records in a variety of formats (.dbf, .csv, .mdb, etc).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Requestor,

We are in receipt of your Arkansas Freedom of Information Request dated October 25, 2022. We are reviewing your request and determining what responsive information we have in our records.

Because this is a voluminous request, it will take time to gather and collate responsive information. Once we determine what responsive information we have, Arkansas law requires us to notify the subject of the records and allow them an opportunity to request an Attorney General's Opinion regarding the records we intend to release. To update you on the status of your Arkansas Freedom of Information Request dated October 25, 2022, we ran the necessary reports to gather the responsive information we have. We have determined that your request seeks information that is derived from personnel records, other than salary information. Accordingly, we must notify affected individuals pursuant to the Arkansas Freedom of Information Act. If an affected individual seeks an Attorney General opinion, we will comply with the requirements of the Arkansas Freedom of Information Act. However, if no opinion is sought, we anticipate being able to provide you with responsive records no later than by close of business on November 2, 2022. Good afternoon,

The requested records will be submitted along with this message in the form of 48 Excel spreadsheets and 2 tables to interpret the data. TSS does not have information regarding civil service status. Additionally, the Arkansas Attorney General has opined that unique employee identification codes are not subject to disclosure. TSS has further redacted the information for Commissioned Officer of the Arkansas State Police. This decision is relying upon the analysis in Ark. State Police v. Racop, 2022 Ark. 17, 638 S.W.3d 1 (Ark. 2022). Thank you.
