To Whom It May Concern:

Pursuant to the Arkansas Freedom of Information Act (“FOIA”), Ark. Code Ann. § § 25-19-101 to 25-19-109, I hereby request the following records:

Would like to obtain copies of public records that pertain to any and all current contracts with the State of Arkansas - Department of Human Services and Ascend Management Innovations related to Preadmission Screening and Resident Review (PASRR) contracts.

I would also like to request any Request for Proposals (RFPs) related to the awarding of such contracts along with any responses that the state received to such an RFP.

Electronic versions of the information would be preferred.

I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest. However, if there are any fees for searching or copying these records, please inform me of the cost.

If access to the records I am requesting will take longer than three days, please contact me with information about when I might expect copies.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

The Arkansas Freedom of Information Act says that, “[e]xcept as otherwise specifically provided by this section or by laws specifically enacted to provide otherwise, all public records shall be open to inspection and copying by any citizen of the State of Arkansas during the regular business hours of the custodian of the records.” Ark. Code Ann. § 25-19-105(a)(1)(A). According to the address on your signature block, you are not a citizen of this state. Therefore, the request is denied.
