Pursuant to the Arkansas Freedom of Information Act (“FOIA”), Ark. Code Ann. § § 25-19-101 to 25-19-109, I hereby request the following records:
Would like to obtain copies of public records that pertain to any and all current contracts with the DHS/Division of Medical Services and Qsource of Arkansas related to External Quality Review (EQR).
I would also like to request any Request for Proposals (RFPs) related to the awarding of such contracts along with any responses that the state received to such an RFP.
Electronic versions of the information would be preferred.
I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest. However, if there are any fees for searching or copying these records, please inform me of the cost.
If you expect a significant delay in responding to and fulfilling this request, please contact me with information about when I might expect copies.
If you deny any or all of these requests, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

The Arkansas Freedom of Information Act says that, “[e]xcept as otherwise specifically provided by this section or by laws specifically enacted to provide otherwise, all public records shall be open to inspection and copying by any citizen of the State of Arkansas during the regular business hours of the custodian of the records.” Ark. Code Ann. § 25-19-105(a)(1)(A). According to the address on your signature block, you are not a citizen of this state. Therefore, the request is denied.
