Pursuant to the Arizona Public Records Law, I hereby request the following records:

1) All contracts and invoices between the university and Cirkled in (https://www.cirkledin.com/college-recruitment-portal.php).

2) All statements of work (SoWs), project proposals, or comparable documents describing the details of the services/products Cirkled in was contracted to perform or deliver.

3) All agreements between the university and Cytilife governing use, retention, and sharing of data--including aggregate data--collected by Cirkled in's system(s).

4) All university policies pertaining to employee use of Cirkled in for recruitment or other purposes.

5) All user manuals/training material provided to the university by Cirkled in. This should include videos, slideshows, etc.

I ask that all fees be waived as I am a journalist and I intend to use the requested records to publish articles in the public interest and not for any commercial purpose.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We receive numerous requests for records, many of which, like yours, require that documents be gathered from multiple sources and reviewed to determine whether they are responsive and whether any confidential information must be redacted before they can be produced. Hello Tinkerbelle,

Thank you very much for your response to my request, but I do not believe a sufficient search for responsive records has been conducted. I find it hard to believe that Arizona State University signed a contract with an ed tech vendor and the only documentation of that deal is a one-page purchase order.

ASU doesn't have any privacy policy in place with Cirkled In? It never signed a formal contract? Cirkled In provided no material instructing ASU staff how to use its service?

I respectfully request that you initiate a substantive search for the records. I do not consider this request closed.

Thank you for your follow-up email. The $0.00 purchase order is the only responsive document. It was generated when Cirkled-In shared some limited information to allow ASU to evaluate its product. There is no ongoing contractual relationship with Cirkled-In. Your assertion that the University's search was incomplete is premised on an erroneous assumption that ASU entered into a contract with Cirkled-In for its services. Again, it has not done so, and the purchase order you have been provided is the only document responsive to your request. Therefore, the request is deemed complete and will be closed.
