Pursuant to the California Public Records Act, I hereby request the following records:

- All details regarding the arrest of Phillip and Nancy Garrido in regard to the abduction of Jaycee Dugard. This includes arrest reports, case files, photos taken at the scene, key events.
- Information regarding the 911 call that was made to police in 2006 by the Garrido's neighbour about kids living in the backyard, including a transcription and audio file of the call.
- All parole visits and written reports. Why did no one check the backyard?

The following stats:
-The number of sex offenders currently living in Antioch
-The number of sex offenders living in Antioch in 1991
-The number of successful and attempted kidnappings in 1991
-The number of successful and attempted kidnappings in 2019

If this information is held by another agency, please forward it to them. Am I able to contact you again should I have another request?

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

We have recently received your Public Records Act Request asking for various information as it pertains to the arrests of Phillip and Nancy Garrido and certain statistics within the city of Antioch. Please find the results of your request below.

The Antioch Police Department does not have details of the arrest of Philip and Nancy Garrido within our records. The jurisdiction in which they lived is within the county and records should be requested from the Contra Costa County Sheriff's Office and the El Dorado County Sheriff's Office. You would request any information that may be available pertaining to the 911 call from this jurisdiction as well. Parole visits and report information should be directed to the Contra Costa County parole agency.

The following statistics pertain to records within the jurisdiction of the City of Antioch and do not include records for the area surrounding that may fall within other cities or within the county:

* Sex offenders currently living within the City of Antioch - 256
* Sex offenders living within the City of Antioch in 1991 - we do not have a report of records for this year - the California Department of Justice may have records compiled for this year and your request may be directed to their agency
* Number of successful attempted kidnapping cases for the City of Antioch in 1991 - We have 5 cases coded as kidnapping for the year 1991, unknown how many were successful or only attempted
* Number of successful attempted kidnapping cases for the City of Antioch in 2019 - We have 6 cases coded as kidnapping for the year 2019

Dear Lynn,

I have received your response, thank you. Can you first clarify why the CITY OF ANTIOCH does not deal with 911 calls and with the arrest details such as the above, if WALNUT AVENUE, ANTIOCH is within the CITY OF ANTIOCH. That would be really helpful! How come officers from Antioch Police don't respond to 911 calls to addresses if they are in the city?

Thank you for the statistics! Could you please provide an email address that is accessible, for CONTRA COSTA COUNTY and EL DORADO COUNTY, so that I can seek the missing answers from them?
I wasn't expecting such a rapid reply! Could you please tell me the same stats for 1992, 1993, 1994, 1995, 1996, 1997, 1998, 1999, 2000, 2001, 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017 and 2018.

Hi Sam,

I wanted to let you know we are working diligently at compiling your requested information. Because of the time span, we needed additional time to compile. I hope to have the completed information to you before the end of the week!

In order to answer some of your more detailed questions regarding this location. This location was under the jurisdiction of the County before being incorporated in the city limits of Antioch. I'm not sure of the year this occurred (possibly between 2012-2013), but you may check property records with Contra Costa County to confirm. While under the county jurisdiction, the Sheriff's office responded to calls for service at the location. This particular event occurred while under the Sheriff's control and this is why they have the records for this particular event. Anything going forward, from the time of incorporation into our city jurisdiction, would be handled by our city police department. Hopefully that gives you a bit more information in understanding who would answer calls to the address.

You also asked how many of the reported kidnapping cases were child or stranger/family abductions. We do not keep this particular information in our statistical records and would need to read each police report in detail to obtain this information. Because we would have to create new records in order to comply with this part of your request, I won't have this information broken down for you as part of the response to your request.

Hi Sam,

Thank you for your patience while we compiled the data you requested in your recent PRA. Attached is a worksheet noting the statistics you were seeking in regards to total number of cases labeled as kidnappings in our city. Please note, the numbers provided for the years of 1991 and 2019 have been revised from my previous response to your request. We conducted a search using expanded parameters and came out with additional numbers.

In regards to the few outstanding pieces of data you were seeking, we do not have a way to track the number of sex offenders living in our jurisdiction for each of the years provided. As stated in my prior reply, I would suggest you contact our state Department of Justice, Sex Registration Unit to see if they may have a way to compile the data you seek.

You also requested El Dorado and Contra Costa County contact information. I don't have direct information to reach them, but have copied their websites for your access below:
