To Whom It May Concern:

Pursuant to Michigan's Freedom of Information Act ("FOIA"), I hereby request the following records:

1. Contracts, agreements, invoices, and any supporting documentation related to the publication of city ordinances with Municipal Code Corporation (Municode).

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

If you have emailed an application for an Absentee Ballot, this response
serves as your confirmation that your request has been received. The
ballot will be processed within one (1) business day and sent. Please
note that 2pm on the Saturday prior to the election is the latest that
the City Clerk's Office can mail absentee ballots by law. In-person
requests will still be accepted on the day before the election, until
4pm. All voted ballots must be received in the City Clerk's Office by
8pm election day.

All other emails will be forwarded to the appropriate department for
action.

Hi Ed:
Can you clarify what exactly you are looking for related to Municode? We haven't done a complete recodification of the Code in many years as we make ordinance changes to our existing Code on a regular basis. We are invoiced for the web updates and the hard copy paper updates on a bi-monthly basis. I believe this would all be available on Open Book. If you want copies of the invoices, please let me know the time frame.

Thanks Jackie.

If you can point me to the vendor name used for the Open Book invoices, I'll look at those directly. I think, but I'm not sure, that the current vendor for the Legistar software is "Granicus". A copy of two years of invoices (let's say for the last two fiscal years) should suffice. I don't see any specifically for "Legistar" in Open Book.

I'm sure that somewhere there's a contract with Legistar/Granicus, and I'd like to see that.

I found the "terms of use" on the web site at http://a2gov.legistar.com/Terms.aspx .

I was unable to come up with a search that found the City Council approval of the transaction with Legistar, though I'm not sure that I did the search correctly. If there was an agenda item that approved the contract, I'd like to see that.

Hi Ed:

Yes, Granicus is the vendor for Legistar. Previously, it was an independent company named Daystar, bought out by Granicus a few years ago. I can get you the original Council resolution that authorized that software purchase - it was in 2007. Are you still looking for information on Municode? The vendor name on the invoices is Municipal Code Corporation.

I just want to make sure I am clear on the FOIA request:

You are requesting:
Council resolution authorizing purchase of Legistar (originally Daystar, now Granicus)
Two years of invoices from Granicus

Do you want invoices from Municipal Code for two fiscal years as well or do you want to check Open Book first?
