Pursuant to the Iowa Open Records Law, I hereby request the following records:

Copies of public records regarding Crow Automotive Services Inc. d/b/a Crow Tow, or the owner; Randy Crow including copies of any complaints the police department or sheriff's department has received since 2009 against this company or owner. (Including but not limited to reports of theft of personal belongings from towed vehicle, damage to personal property, illegal or unauthorized towing, etc)

I would also like the total numbers of calls (if kept) that were received in 2018, 2019, 2020 in regards to Crow Tow (i.e. -citizen call looking for car that has been towed etc)

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Good Afternoon -

I'm in Records at the Ankeny Police Department, and I was just forwarded your Records Request letter that was mailed to City Hall regarding Crow Tow and someone named "Randy Crow". I'll be happy to search our Records Management System for these items, but we have multiple Randy Crow's in our database and we need an additional identifier to ensure we have the correct Randy Crow.

Note: Crow Tow is a Des Moines based towing company, and the City of Ankeny does not have a City contract with them.

Once you provide a second identifier for "Randy Crow" I will search our Records.

Also, I can only respond to the Ankeny Police Departments portion of this request, and will not be able to respond with any Polk County Sheriff's Department data.

Hi Mr. Moeller,

Thank you for your response. I am referring to Randy Crow with Crow Tow in Des Moines. I know that Ankeny doesn't contract with them but they do have private contracts with companies all over Polk County so what I'm looking for is to see if the Ankeny PD has received any complaints or calls from any of the Ankeny residents regarding Crow Tow.

Thank you for your response. For clarification- when you say there are 0 cases for Crow Tow does this mean that the Ankeny PD has never received calls or complaints about the company or that you have no “active cases”?

When I say that there are zero Ankeny Police Department cases involving Crow Tow or Randy Crow it means that when I search our Records Management System for cases there have been zero reports with Crow Tow or Randy Crow listed as the victim, offender, reporting party, etc.

Does the records management system you’re referencing include every call received and reason for call? Or is a case created with every contact to the police department? I’m just trying to make sure that I understand correctly- I am believing that it’s possible calls and or complaints may have been received but if a case wasn’t opened , you wouldn’t have that on the database you’re using. Or if I’m incorrect then no cases means no calls and/or complaints?

The Records Management System accesses all reports.

I believe you’re asking about calls-for-service, which are created by Dispatch at the Polk County Sherriff’s Department. I can search calls-for-service by date, time, location, event type, reporting party etc. Phone calls in to Records are not searchable if Records doesn’t transfer the call to Dispatch. I searched the reporting party field for “Randy Crow” and there were no results for ANPD.

If there is a specific date or location that you would like me to search for calls-for-service I would be happy to search further.
