All communications and correspondence with the FBI's Alaska field office regarding use of cell site simulators between January 1, 2005 and the date this request is processed, including but not limited to email correspondence with all attachments.

I request that I be properly classified as a news media requester. I am an intern for MuckRock, and I am requesting this information in that editorial capacity. MuckRock is widely known for its investigative work as well as historical pieces based on public records requests.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear MuckRock News,

The Anchorage Police Department is in receipt of your request for records relating to:
"All communications and correspondence with the FBI's Alaska field office regarding cell site simulators..."

Under the Anchorage Municipal Code (AMC) we are to provide you with the requested documents within two days of a request or notify the requestor we are unable to provide the documents within two days. If we are unable to provide the documents, we are to make further inquiry to the requestor as to whether the documents are still requested (AMC 3.90.060, AMC 3.90.060 (C)).

This is to advise you that we cannot provide the requested documents within two days, but we will provide the documents in a reasonable amount of time provided:

1) you advise us that you still want the documents;
2) they exist; and
3) based upon the estimate we send you; you are willing to pay in advance for the search and retrieval of the records and any associated costs. (AMC 3.90.050, AMC 3.90.002, AMC 3.90.005)

As noted above, we cannot research and provide the documents requested within two days. Therefore, please let me know if you still desire the documents and if you are willing to pay the estimated charges for retrieval, review and redaction (if necessary). At this time the cost is estimated to be over $500.00 (five hundred dollars). Please keep in mind this is an estimate and the total fees could exceed the estimate.

If you are willing to pay in advance the amount indicated above, please advise by return letter or email and provide notification on who to contact for payment.

Please be aware that should you decide to pay for the "search, retrieval and redaction" of documents, you may not receive copies of all the documents we find that are relevant to your request. Some of the documents may be legally exempt from production under our public records ordinance. Until we have performed the search and examined the documents we will not know if any exemptions apply (AMC 3.90.040).
