Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:
(a) all original footage, full clips, unedited video, raw video, drafts, unfinished versions, source video, source audio, source media, 'B roll', and out-takes of, pertaining to, part of, or relating to the department's Lip Sync Challenge video, including without limitation any raw, unedited, or source files involved in the production of the Lip Sync Challenge video or which led to the creation of the Lip Sync Challenge video.
(b) all correspondence regarding or pertaining to the Lip Sync Challenge video, including but not limited to the production, creation, scripting, drafting, editing, uploading, response, feedback, and management of or pertaining to the Lip Sync Challenge video.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I have received your request for details on our Lip Sync Challenge video. There are no records available. Everyone donated their time for the production. That includes production by Unseen Stars, dance routines by DK studios, the drone operator and all of the officers donated their time to complete the video.

I responded on August 10. Please see below. Since we don't have any of the video, we are unable to supply any information to you. Unseen Stars have all video. As far as correspondence is concerned, there was a general meeting initially and the times and places to film were set up then.

Thank you for your response.
As you are no doubt aware the courts have determined that any communication pertaining to the transaction of public business and either prepared by, prepared for, used by, received by, possessed by, or controlled by a public body constitutes a public record (City of Champaign v. Madigan, 2013 IL App ( 4th) 120662 , ΒΆ 38, 992 N.E. 2d 629, 638 ( 2013)).
Given that the final video was uploaded to the department's Facebook page, that you have indicated that one of your officers was the point person in the production of the video, and that there was a general meeting to identify the times and places to film, I find it difficult to believe that there are no records available.
I understand this seems like a strange request and perhaps it feels overly burdensome. Rather than take this to the courts or the PAC I'd be happy to settle for any emails and attachments from or to PFC Emily Hejna containing the words "Lip Sync" from July 1-August 10.
