Pursuant to the New Mexico Inspection of Public Records Act, I hereby request the following records:

A digitized copy of a 1993 audio tape, allegedly recorded July 23rd of that year, recorded by the late David Parker Ray (who died in 2002) to play for his victims. As no names are mentioned, nor are any sounds of distress audible on the tape, it shouldn't be exempt under the New Mexico Inspection of Public Records Act or Freedom of Information Act.

If any of the audio is deemed to be exempt from disclosure pursuant to the New Mexico Inspection of Public Records Act or Freedom of Information Act, please redact it with silence or a sinewave tone of 1000 Hz instead of withholding or cutting it out entirely. If the entirety of the audio is deemed to be exempt from disclosure, please explain the exemptions in play in a denial letter.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
