All leases for offshore oil extraction in Alaska state waters.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Good afternoon, Mr. Sparks -

I do apologize for the delay in replying your request. I just received your request an hour ago and need to ask you some questions to help me understand exactly what you are seeking and to narrow the focus on what to research. I will be sending a follow-up email with my questions tomorrow.

I would like you to know that all Public Records Requests at the State of Alaska are free. There is *only* a charge if the research involved requires the employee working on it to exceed five (5) hours. You can look up the statues listed in our Public Records Request form (which I have attached here for your signature on the front page in the top right Signature field) at the following website http://www.legis.state.ak.us/basis/folio.asp.

Also, please feel free to check out our Division's public website at http://dog.dnr.alaska.gov/ . This may be a useful resource to help you with any questions you might have now or in the future.

Tomorrow I will send you a follow-up email with my questions to help narrow down your request and this will determine how long it may take to find the answers you are looking for.

I received your 10/07/2015 and 10/22/2015 follow-up inquiry on 10/26/2015. I understand that you would like "all plans for offshore oil exploration in Alaska waters" and "all leases for offshore oil extraction in Alaska state waters." My portion of your request will be to research "all plans for offshore oil exploration in Alaska waters."

I need to ask you some questions to help me understand exactly what you are seeking and to narrow the focus on what to research.

My questions are as follows:

1. Are you requesting all plans for offshore oil exploration in Alaska waters which have been *approved* by the Division?
2. Will these approved plans currently have an *active* status?
3. Would you please sign the attached Public Records Request form on the front page in the top right Signature field and return the document to me?

I believe your answer to these two questions will help set the direction of where we should begin and determine whether your request will require reimbursement. The Public Records Request form is a required form.

Mr. Sparks:

My apologies for the late response to your October 7, 2015 as it was mistakenly routed to another office. However, when receiving it and your request of October 22, 2015 on Monday, October 26, I have been able to have our sections address your questions. We have researched the leases requested and compiled 473 for the response. This effort took 6 hours of an NRS III at $51.00/hour for a total cost of $306.00. To receive these records, the state will need re-imbursement, which I will provide in an future message.

In addition, as the request for the plans for offshore oil exploration is part of this request, the state will require charging for the additional research time. That research will be completed and billed at $41.00/hour by our NRT II. I understand that you have been in contact with our staff to clarify the scope of this data collection. Please advise me of what is decided and we will accommodate as appropriate.
