Pursuant to Alabama's Public Records Law, I hereby request the following records in electronic format. If they are not available in electronic format, then I am requesting hard copies, if applicable:
1. A copy of all records giving statistical information regarding the number of drivers licenses issued by each location by year for the years 2010 through 2014. I have been given this information for the satellite locations that were recently closed and I am requesting this same exact record format for all locations and for an expanded time period.
As a member of the news media and a news organization, Al Jazeera America, and someone who is primarily engaged in disseminating information and as it pertains to a matter about which there is an urgency to inform the public about an actual or alleged government activity, this request warrants expedited processing. Great urgency exists to inform the public because the state of Alabama recently closed a number of drivers license offices that multiple parties have alleged amounts to racial discrimination against African Americans and impinges on their constitutional right to vote. As multiple media outlets from local papers to national media such as MSNBC and groups such as ACLU have covered (links below), groups are organizing to press this issue further given that we are approaching an election cycle. The urgency to shed more light on this activity by a government agency is critical as it gives more context to the process by which these locations were chosen to be closed.
As a representative of the news media, I am requesting a fee waiver to receive the requested records with only duplication fees assessed. Further, because disclosure of this information will contribute significantly to the public understanding of operation or activities of the government, any duplication fees should be waived. If a fee waiver is not possible, please provide me with estimated charge before processing my request.
