To Whom It May Concern:
Pursuant to the Alabama Public Records Law (Alabama Code § 36-12-40), I hereby request the following records:
All emails received by staff and faculty of University of Alabama at Birmingham from the student email account of University of Alabama at Birmingham student Ruaa AbuAishah from March 1, 2017 through March 1, 2018.
Student records that are not placed in a central records repository are not protected by The Family Educational Rights and Privacy Act (FERPA). Owasso Indep. Sch. Dist. No. I-011 v. Falvo, 534 U.S. 426, 433, 122 S. Ct. 934, 939, 151 L. Ed. 2d 896 (2002).
Courts relying on Owasso have found that student emails are not protected by FERPA. S.A. v. Tulare County Office of Education, 2009 Westlaw 3126322 (E.D.Cal).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We did an analysis of your open records request, but it is overly broad. You do not appear to be asking for a specific public record, as emails are not necessarily open records pursuant to the Alabama Open Records Act. If there is a reasonably specific document that you are looking to obtain, please let us know and we can review such a request.
