Dear Records Officer,

Pursuant to the Colorado Open Records Act, I hereby request the data described below from the Adams County Sheriff's Office. I have broken the request into two parts for your reference:

Part 1:

It is our understanding that law enforcement agencies keep detailed records about firearms that were reported stolen in their jurisdictions. This information is often held in the department's records management system.

We are therefore requesting the following fields in a spreadsheet-compatible format for each case of reported firearm theft in your jurisdiction from Jan. 1, 2010 to the present:

-- The Serial Number of the firearm reported stolen
-- The Make, Model, and Description of the firearm reported stolen
-- The Offense
-- The Type of Firearm reported stolen
-- Each firearm's Unique Identifier, or Property ID
-- The Address and/or Location of the reported theft
-- The Name of the reporting party
-- The Police Report Number and/or Incident Number for the firearm theft
-- The Date the theft was reported
-- Any Other Columns Available
-- The Data Dictionary for all columns provided

We are requesting you provide this data in a .xls, .xlsx, .csv, .txt, or another Excel-compatible format. Please be sure that the Serial Number column is formatted as Text to preserve leading zeros. This has been an issue with other departments. Excel automatically deletes leading zeros from entries containing only numerical values when the column is not formatted appropriately. It will, for example, turn a serial number that is actually 012345 to 12345. The column must be downloaded as "Text" to avoid this issue.

Part 2:

It is our understanding that law enforcement agencies maintain detailed records about firearms that were seized, confiscated, recovered, found, turned in, or otherwise came under the custody and control of the department. These guns are often processed and booked into Property and Evidence and details about each are entered into a database or records management system.

We are therefore requesting a spreadsheet of every such firearm entered from Jan. 1, 2010 to the present:

-- The Serial Number
-- The Make, Model, Caliber and Description of each firearm
-- The Type of each firearm
-- The Date on which the firearm was entered or recovered
-- The Police Report Number and/or Incident Number associated with each firearm
-- The Type of Crime or Incident involving each gun (e.g., homicide, robbery, assault, etc.)
-- The Address where the firearm was recovered
-- The Unique Identifier, or Property ID, for the firearm
-- Any Other Columns Available
-- The Data Dictionary for the dataset. If your department uses codes to differentiate the status of guns, please provide the meaning of those codes.

Mr. Freskos,

The two spreadsheets will be $30.00 dollars apiece for a total of $60.00. If you want the victim and address of the Incident, that will require additional work and the fee for this additional work will amount to $30.00 dollars more per spreadsheet.

The Homicide report you are requesting is approximately 470 pages. We have a $5.00 dollar search fee and since you want it emailed we will not charge you the .25 cents per page.

I have attached a Records Release form you will need to fill out and return with your payment.

Please advise the direction you want me to go on the spreadsheets.

Hi Brian,

Here are the spreadsheets and you receipt. Per Detective Faulhaber this case is set for trial on October 10th and he does have a motion to Seal on this. (which I did attach). He said the case should be done mid-October and you can have it after it has been adjudicated. I apologize for the miscommunication but we were initially told both defendants pled out but it was only Kenneth Bastidos so the case will remain sealed until the Jose Ocampo trial is over.

One question: There are some guns marked as Recovered in the Classification column. Does that mean that the gun was previously reported lost or stolen?

Yes technically if it is marked recovered it should have been stolen out of our jurisdiction.
