On January 16, 2024, the Maryland State Police received your request under
the Public Information Act (Annotated Code of Maryland, General Provisions
Article § 4-101 through §4-601) for the information captioned above.

I am writing to advise that it will take us more than 10 working days to
produce the requested records. The delay is due to the time required to
thoroughly search our records and conduct the necessary review process. The
Maryland State Police maintains large volumes of records stored at various
facilities throughout the state. Once all the records have been collected,
they must be reviewed to determine whether they are, in whole or in part,
exempt from disclosure under the Act. If any are to be withheld, our
response will explain the reason. If there is a fee associated with the
collection, processing and releasing of the requested information, you will
receive an itemized invoice.

We believe that we will be able to respond to your request within 30 days
of the date it was received. However, if we can complete your request more
quickly, you will receive a response sooner. Please note that all records
would only pertain to the involvement of the Maryland State Police.

This letter is to inform you that the Maryland State Police has located
records that pertain to your request submitted under the Public Information
Act (Annotated Code of Maryland, General Provisions Article §§ 4-101
through 4-601). Below is the information originally requested and our
response to cost and availability in *bolded blue* text:

For the period from January 1, 2018 through December 31, 2023, please
provide all logs and available related details of public records requests
received by this office. Responsive materials include those that describe
the following details for each public records request received by this
office: *Due to retention schedules, the Maryland State Police have the
following years available: 1/1/2021 – 12/31/2023.*

The name of the requester and the affiliated organization – *This request
would involve a manual pull and inspection of each request in the
above-mentioned time frame. We receive approximately 4,000 requests
annually, thus we would review roughly 12,000 requests. This manual
inspection would be necessary in order to identify and redact names
associated with Internal Affairs (**pursuant to GP § 4-311) and Juvenile
(Maryland Courts and Judicial Proceeding Section 3-8A-27) requests. Thus,
the cost for this portion of your request would be significant.*

Note that the Maryland State Police charges a fee for copies of records at
the rate of $0.25 per page, $15.00 per audio recording, $25.00 per video
recording. There is also a fee charged for the search, collection, and
redaction of all applicable information at a rate equal to the hourly pay
of the employee(s) working to fulfill the request (first two hours gratis).

If you agree to accept the available records in an electronic format the
fee will be waived. Please confirm if you will or will not accept the
records in electronic format. Upon receipt of your decision, a statement or
your file(s) will be sent.

Please note the records I’m prepared to send you will not include the names
of the requesters and their affiliated organizations. If you insist on
having that information, I will work up a cost estimate for you to consider.
