Pursuant to the DC Freedom of Information Act, I hereby request the following records:

Records either and mentioning and or naming and or declaring and or recording and or reporting and or indicating the presence of federal and or local law enforcement on the north lawn of the White House on or at 1600 Pennsylvania Avenue Northwest in Washington DC on or about 10:52 PM local time on March 31st 1977.

I believe responsive records or relevant records were created by each of the U.S Department of Justice, Federal Bureau of Investigation Washington Field Office, the United States Secret Service, the Federal Protective Service, the White House Press Office, the Washington District of Columbia Municipal Police Department, several newspaper agencies, a few foreign governments, and surprisingly also the Central Intelligence Agency despite their charter not being very supportive of domestic activity.

I would thus also ask you to make any appropriate interagency or intergovernmental referral and or coordination in processing of my request even if it may result in a remarkably slower processing time.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Upon review, this is not a "perfected" request, as the description of this request has been determined to be inadequate. The description provided does not provide enough information to allow the Metropolitan Police Department (MPD) to perform a reasonable and adequate search for specific documents.

A FOIA request must reasonably describe records sought such that agency staff familiar with the records may reasonably ascertain exactly which records are being requested, and to locate them. The courts have recognized that the legislative history of the FOIA indicates that a description of a requested record is sufficient if it enables a professional agency employee familiar with the subject area to locate the record with a "reasonable amount of effort." The courts have also found that requests that are so broad and sweeping that they lack specificity are not reasonably described, that the FOIA was not intended to reduce government agencies to be investigators or to perform research on behalf of requesters, and that the FOIA does not require agencies to conduct "unreasonably burdensome" searches for records.

Please provide clarification such that allows this agency to do a reasonable search for specific records. If adequate clarification is not received (Robert.eckert@dc.gov<mailto:Robert.eckert@dc.gov>) within five (5) working days, the FOIA Office customarily deems such nonresponse to mean that a requester is no longer interested a request, and closes the file as having been withdrawn.
