Pursuant to the Washington State Public Records Act, I request access to and copies of the following records:

Staff roster including but not limited to names, job titles, and badge numbers and/or other identifying numbers. In order of preference, I would prefer that this data be provided as: OpenDocument spreadsheet, comma-separated-values (i.e., "CSV"), or Excel spreadsheet.

I also request that, if possible, fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com. Please fulfill the request electronically, by e-mail attachment if possible or CD-ROM if not.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request.

If my request is denied in whole or part, I ask that you justify all deletions by reference to specific exemptions of the PRA. I will also expect you to release all segregable portions of otherwise exempt material.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within five business days, as the statute requires.

Although I requested these records be provided as "OpenDocument spreadsheet, comma-separated-values (i.e., "CSV"), or Excel spreadsheet," I received instead a PDF that contains images of 40 pages of report "W02" as printed 2011-08-09 00:21:05. I would like to receive an electronic copy of these records that is not simply a digital image of printed data.

This email is in response to your request for the following: SPD personnel roster to be provided to you in an "OpenDocument spreadsheet, comma-separated-values (i.e., "CSV"), or Excel spreadsheet." SPD has provided you with responsive records in the format SPD has available for said records. In order to meet your request, SPD would need to create a record for you. The Washington State Public Records Act (PRA) applies to existing identifiable records (RCW 42.56.080) only. Therefore, the PRA does not require an agency to create a record in response to such a request.
